But shipping administrator Hideo Kubota has to disappoint anyone who thinks this is already a response to the fire that broke out on the Japanese car carrier Fremantle Highway in the North Sea at the end of July. “Coincidence” is the proximity, he says, and probably secretly finds it amusing that someone would think that in the complicated world of shipping, an organization could react to an accident within a few weeks.
