Article 87a of the Basic Law states: “The federal government shall set up armed forces for defence.” In 2022, when Russia invaded Ukraine, politicians have to admit that the Bundeswehr is not really capable of doing this. The commander-in-chief of the land forces, Lieutenant General Alfons Mais, briefly summed up the state of the Bundeswehr on the day Vladimir Putin sent his tanks into the war: The Bundeswehr was “more or less blank.” And unfortunately he’s right about that.
