Sexist outrages continued to rise in 2022

2,800 offenses, or 22% more than in 2021… Sexist outrages continued to increase in France in 2022. There are 7,600 of these offenses recorded since the 2018 law, noted Thursday the ministerial statistical service for internal security (SSMSI).

The increase is, however, less in 2022 than the previous year. In 2021, the increase was 62% (2,300 offenses in 2021 compared to 1,400 in 2020).

According to the study carried out by the SSMSI, 79% of sexist outrage offenses recorded by the national police and gendarmerie, or 2,200 offenses, are “without aggravating circumstances” (“sexist outrages violating dignity or creating an intimidating situation , hostile or offensive imposed on a person).

Offenses are noted more in large cities, i.e. 8 sexist outrages per 100,000 inhabitants. Paris has the highest number of offenses (197 on average per year), followed by Loiret (101), Nord (71) and Rhône (57).

The authors almost exclusively men

The vast majority of victims are women (91%) and young (61% are under 30 years old). The authors are almost exclusively men (97%), underlines the study.

Since the law promulgated on August 3, 2018, sexist contempt is a contravention consisting of imposing on a person any remarks or behavior with a sexual or sexist connotation which either violates their dignity due to its degrading or humiliating nature. , or creates an intimidating, hostile or offensive situation against him.

In most cases, the offense is characterized by insults, inappropriate comments of a sexist or sexual nature, inappropriate behavior and gestures, degrading words, sexual exhibitions or masturbatory gestures, sexual propositions or even sexual touching.

Since April 1, 2023, offenses for sexist contempt with aggravating circumstances have become misdemeanors and those without aggravating circumstances, 5th class fines (1,500 euros fine). Fixed misdemeanor fines have also been put in place for all of these offenses.
