Neubiberg – bike racks instead of parking spaces – district of Munich

In some private construction projects in Neubiberg, it has proven difficult to comply with the applicable rules for parking spaces. On the other hand, some parking spaces are empty because the residents don’t have cars and instead use bicycles or local public transport. The town hall reacted to this with an amendment to the parking space statutes, which the local council has now unanimously decided. One focus is on the fact that the number of required vehicle parking spaces can be reduced in several areas.

In the central area around the main street, where bus stops are easy to reach, the number of parking spaces required will be reduced to 75 percent. The number of required car parking spaces will also be reduced in public housing systems. This is also possible for residential complexes with more than seven residential units or other systems with a requirement of ten vehicle parking spaces, if a mobility concept is presented and a parking space replacement can be proven.

In addition, regulations have been included as to how bicycle parking spaces should be designed. For example, it is stipulated that necessary bicycle parking spaces should be adequately lit and easily accessible. The purpose of this is to make cycling more attractive. The number of required parking spaces for bicycles has also been increased in some cases and those for cargo bikes have been added.

The feedback from the committee was consistently positive: Greens parliamentary group leader Lucia Kott was pleased with the “innovative parking lot statute”. She welcomed the fact that she also enabled a control function for climate-friendly behavior in the community. It is a good means on the way to get a climate-friendly community. SPD parliamentary group leader Elisabeth Gerner also praised the rules because they enable a reduction in parking spaces.

Neubiberg, however, is not the only municipality in the district that is adapting its parking space statutes to the changed mobility behavior. The planning committee of the municipality of Ottobrunn recently approved the draft for parking regulations for cars and bicycles. The municipal council makes the final decision. The set of rules contains, among other things, requirements for the provision of easily accessible and conveniently usable parking spaces for bicycles in order to make cycling more attractive. These requirements are based on the recommendations of the General German Bicycle Club. Cargo bicycles, for which the statutes also provide corresponding requirements, are to be given special support.
