Less than a week after the terrorist attack in Rambouillet, which claimed the life of a policewoman, the Prime Minister, Jean Castex, presented the bill aimed at combating terrorism on Wednesday to “adapt new threats that are less easy to detect and rely on new tools linked to new technologies ”.
“This text reconciles a double requirement: that of giving our services more means to be more efficient but also that of fully respecting our fundamental legal principles by a strict framework of the purposes and procedures which govern the means mobilized to act”, a explained the head of government at the end of the Council of Ministers and on the one concerning the state of health emergency, alongside the Minister of the Interior, Gerald Darmanin, and the Keeper of the Seals, Eric Dupond-Moretti.
New means
Jean Castex insisted that “the Republic intends to continue to give itself all the means to fight head to foot against Islamic terrorism”, less than a week after the fatal attack on a police officer in Rambouillet for which the anti-terrorism prosecution grabbed himself.
“The attack on Rambouillet, the assassination of the professor (Samuel Paty) or the odious attack in Nice in November were – without prejudice to the ongoing legal investigations – the fact of isolated individuals, increasingly young, most often unknown to the intelligence services, which have swung into the juice of crazy radicalization without necessarily having any links with established terrorist networks ”, argued the Prime Minister.
“Faced with this threat which is more difficult to spot, the State and Justice must equip themselves with strengthened means to detect, monitor and act, including through increased monitoring on social networks”, he added, affirming that the bill was “the result of work that obviously began long before the crime of last Friday”.
