Language, social and emotional development, understanding of writing and numbers – the foundations for all these skills are best laid as early as possible. So that as many children as possible can experience this early education, the legal entitlement to a place in day care was introduced in 2013. However, a study by the Federal Institute for Population Research (BiB) now shows that all those children who would particularly benefit from a visit to a day-care center are still underrepresented.
