A new plan against violence against children. On the occasion of International Children’s Rights Day, Elisabeth Borne will chair this Monday afternoon in Matignon the third Interministerial Committee for Children (CIE), a body launched in November 2022 to provide itself with a “vision cross-section of childhood policy”. The opportunity to present the government’s new plan against violence against children for the period 2023-2027.
In the presence of eleven members of the government, including the Secretary of State for Children Charlotte Caubel, the CIE will have two priority themes on Monday, according to Matignon: the 2023-2027 plan against violence, which succeeds the plan launched in 2020, and strengthening State action in favor of protected and vulnerable children.
Review the resources allocated to violence prevention
Previously, Monday morning, Elisabeth Borne will go with Charlotte Caubel and with Gérald Darmanin to Nanterre (Hauts-de-Seine) to visit the Central Office for Minors (Ofmin), responsible for coordinating the operational activity of the police and of gendarmerie. The Prime Minister will also visit, in Issy-les-Moulineaux (Hauts-de-Seine), the victim assistance association L’Enfant Bleu.
The plan announced on Monday could review the objective of the number of Ofmin investigators, announced during the first Interministerial Committee in November 2022 and currently numbering 35 investigators. The plan could also review the resources allocated to the prevention of this violence, particularly with regard to call and listening number platforms.
Create ten positions dedicated to managing child protection
The government should also create ten positions of departmental delegates “dedicated to the management of child protection”, recruited on an experimental basis to be the interlocutors of the departmental councils, according to Matignon.
Second theme addressed on Monday: State action in favor of protected and vulnerable children. On November 10, during the Assises des Départements de France, Élisabeth Borne called for a “general mobilization for protected childhood”, a burning issue for these communities, and in their relations with the State.
A young adult autonomy pack
Nearly 370,000 children are the subject of a protection measure under child social assistance (ASE), whose services have, since the major decentralization laws of 1982 and 1983, come under the authority and the responsibility of the president of the departmental council. The Prime Minister had mentioned “new commitments” to be made on Monday during the CIE, “in particular in terms of health or education” for these children.
Furthermore, Élisabeth Borne should announce on Monday a new “young adult autonomy pack” for young people leaving the ASE at 18, including in particular a “financial boost” now automatic of 1,500 euros paid to the majority.
The organization of this interministerial committee comes after the publication of a long-awaited report from the Ciivise, a commission notably responsible for combating incest. In an interview with JDD, Charlotte Caubel assured that the Commission should continue to exist with “a new roadmap”, while associations fear for the sustainability of this organization.
