A survivor of the Seoul stampede who lost a friend in the deadly crush and whose sister is still fighting for her life has blamed the ‘negligence’ of the South Korean government for the carnage.
Sydney tattoo artist Julia Cho, 23, went out with her sister Justina, and mates Nathan Taverniti and Grace Rached, to enjoy Halloween celebrations in central Itaewon district on Saturday night.
But the night ended in tragedy when the group was caught in the horror crush
