Borne draws 49.3 on the expenditure side, LFI files a motion of censure

And one, and two, and three, and four, and five 49.3s in six weeks! Elisabeth Borne once again held her government responsible on Tuesday evening, on the expenditure side and on the entire draft budget for 2024, by triggering 49.3, which allows adoption of the text without a vote, except for a motion of censure.

“We cannot deprive France of a budget” and “we can even less so since we know very well that there is no alternative majority capable of agreeing around a budget”, justified the Prime Minister during a short statement from the Assembly gallery, where she was booed upon her arrival shortly before midnight.

This is his fifth 49.3 since the resumption of parliamentary work in September and the 16th since his arrival in Matignon.

Motion of censure for form

As expected, the deputies of France Insoumise immediately announced the tabling of a motion of censure, which has little chance of being adopted since it does not have the support of the right.

The text of the LFI motion, consulted by AFP, denounces the “austerity cure” of the budget “while our public services are strangled by inflation and on the verge of collapse” and “the authoritarian slope descended by the government » with its 49.3.

“With the back of its hand, the government is once again flouting democracy and the numerous victories voted for (…) Let us censure this authoritarian government! », Declared on X the leader of LFI deputies Mathilde Panot. If the motion(s) tabled are rejected, this will constitute adoption of the entire draft budget for 2024 at first reading.

“Particularly slow pace”, according to Borne

Elisabeth Borne deplored the “particularly slow pace” of the examination of a text which “could have been distorted” by additional “billions of expenses”. In addition, “none of the opposition groups seem to want to move away from their position of principle: rejecting the budget, whatever it contains,” she also regretted.

No doubt to spare parliamentarians, outraged or frustrated by the repeated use of 49.3, a controversial constitutional tool, the government this time waited a few days before drawing it again, giving the Assembly time to examine certain credits. regalians.
