We will soon be able to combine RSA and short-term employment

To be able to work without fear of losing one’s active solidarity income. Since April 15, a bill
adopted by the Senate allows beneficiaries to combine income from salaried activity with their allowance for a period of one year. Without waiting for the green light from the elected officials of the Palais du Luxembourg, some departments have already launched experiments in this direction on their territory, such as Côte-d’Or, Aude, Dordogne, Loir-et-Cher or Aisne. Ille-et-Vilaine is also preparing to take the plunge with a device that will be launched, according to our information, by the end of the year or early 2022.

Already under consideration under the previous term of office, the project aims “to promote the social and professional integration of benefit recipients”, according to Caroline Roger-Moigneu, vice-president of the Ille-et-Vilaine departmental council responsible for integration and the fight against poverty. If they wish, the device is not mandatory, the 19,395 beneficiaries in the territory, a figure up 11.5% over one year, will therefore be able in the coming months to work and receive a salary while continuing to receive aid of 565.34 euros paid each month.

On seasonal or short-term jobs

However, there will be conditions to be met. Beneficiaries will therefore not be able to work more than 400 hours in a calendar year. They will also be oriented towards seasonal occupations in agriculture or tourism or towards so-called stressful sectors such as medico-social or agrifood. “The device also makes it possible to meet the recruitment needs of these sectors which are struggling to hire,” underlines the elected environmentalist.

A platform will soon be launched to link employers with beneficiaries on targeted offers. “We also hope that this could lead to recruitments on CDD or CDI because the objective obviously remains to put these people back on the path to employment,” says Caroline Roger-Moigneu.

In Aude, the device already seems to be bearing fruit. “In 2020, the operation had favored the return to employment of 20% of beneficiaries, recently indicated the president of the department Hélène Sandragné. More generally, four months after the end of the experiment, 11% of the beneficiaries had had a proposal for an employment contract and 18% had created their business in the agricultural sector ”.
