STORY: Police officers and medical staff wrestle with handcuffed Irvo Otieno just before he dies. Surveillance video shows it. Otieno, 28, is another case of a black man who dies after a violent encounter with police. Otieno was taken to a psychiatric facility and held there by up to ten people. BEN CRUMP, FAMILY ATTORNEY ATTORNEY: “Often when black people have mental health issues, they are treated not as medical issues but as criminal issues. A mental health crisis should not equate to a death sentence.” Surveillance video shows, how Otieno collapsed and is no longer moving. The police officers apparently tried to revive him with chest compressions and later with a defibrillator. Now three former employees of the psychiatric hospital and seven police officers have been arrested and charged with the manslaughter of Otieno. Most of those in the Case involved are black CAROLINE OUKO, MOTHER OF IRVO OTIENO: “Those ten monsters, those ten criminals. I was glad to hear they were charged. And that’s just the first step.” Otieno died of suffocation His family demands justice and reform rm of psychiatric care. Officials have not ruled out further charges or arrests.
