Vaccination pass: what changes the bill adopted by Parliament

From a practical point of view, no upheaval is to be feared. However, in reality, the vaccine pass will only be awarded to people who are up to date with their coronavirus vaccines.

Concretely, if you want to visit a museum, go to the cinema or to a gym, the health pass will no longer be enough. Same thing for bars and restaurants. A difference nevertheless, the managers will be able to check your identity in case of doubt about your certificate. Interregional transport is also targeted by this reform, from air to rail. Except for “compelling reasons”, a pass will be necessary to take the train.

In certain circumstances, on behalf of “the interest of public health”, the combined presentation of proof of your vaccination status and a negative screening may be required. For now, no list of places or events has been decided. For a time, the case of discotheques had been mentioned.

These changes to access rules, however, will only concern those over 16 years of age. Between the ages of 12 and 15, the health pass alone remains in force. Last subtlety, the vaccination pass will not be requested to visit a patient in the hospital. It will also not be claimed for scheduled care.

With a view to the presidential election, the organizers of political meetings will now be able to demand a health pass from activists. The vaccination pass remains at the door for constitutional questions.

To obtain this new pass, you will need a complete vaccination schedule (two doses or just one, depending on the vaccine). Then, from next February 15, you will need to have a booster dose four months after your second dose for the certificate to remain valid.

Finally, for potential fraudsters, the penalties are now increased. The fines go from 135 to 1,000 euros, from the first violation. On the amnesty side, on the condition of engaging in a vaccination course, holders of a false pass may not be sanctioned.
