Despite intensive diplomatic efforts by the USA and the NATO countries, the danger of a Russian invasion of Ukraine is increasing. After three rounds of negotiations this week alone, disillusionment is spreading among Western diplomats. In NATO and the US government, there is no willingness on the Russian side to resolve the conflict through negotiations. Public and non-public statements by Russia’s deputy foreign minister are raising concerns that Russian diplomacy will have no say in the war decision.
