That red ribbon exists in several countries and used to be used to bind government documents together. Government documents are often bulky and cluttered, and that’s why this stands red tape in the United Kingdom, for example, symbolic of something that needs to be untied: the red shackle of bureaucracy. British politicians like to use this metaphor when they have come up with new measures to show that things are getting better. Gordon Brown once wanted to strip the red ribbon of the tax system, but David Cameron’s coalition government called for a whole one in 2011 Red Tape Challenge out of. Boris Johnson has now found a red ribbon that he wants to cut. His motto for the opening of the new parliamentary season on Tuesday was: “cut the EU red tape”. Cut the red ribbon of the EU.
