The Military Programming Law (LPM) 2024-2030, which Parliament definitively adopted on Thursday, “is the one our armies need”, welcomed President Emmanuel Macron during his traditional address to the armies on the eve of 14 -July.
“This law is what our armies need. You have voted for a good text, ”he said before an audience of soldiers and parliamentarians gathered at the Hôtel de Brienne. This “voluntary” LPM, in the continuity of the previous one, which will allow France to have doubled its annual defense budget over the duration of these two LPMs”, he argued, recalling that “France did not wait for the war in Ukraine to initiate a massive effort”. “I want France to continue to have reference armies in Europe,” he insisted.
A promulgation that should be delayed
On the eve of July 14, Parliament definitively adopted by a final vote in the Senate the government’s military programming project (LPM): 413 billion euros over seven years, an increase of 40% compared to the previous LPM which had already begun to ramp up these means of the armies.
Good news for the executive, who hoped for a final adoption before the National Day. The text was adopted by 313 votes against 17. The senators of the CRCE group, with a communist majority, voted against. Most environmentalists abstained. On the other hand, the promulgation of the law should be delayed, the LFI deputies having lodged an appeal with the Constitutional Council.
