A federal budget is more than a fat law full of numbers and tables. It is a promise because it uses money to back up what the government intends to do with the country, what is important to it – and what is not. The budget is also a document in which, between the numbers, it is recorded who lost out and who did particularly well. The budget that the traffic light cabinet will decide on this Wednesday is all of that. But above all else, it is something else: outdated. And, if you will, a castle in the air just before the storm.
