Russian President Vladimir Putin has declared a state of war in four recently annexed Ukrainian territories. He signed a corresponding decree, Putin said in a speech to the National Security Council. With this step, the Russian occupation administrations in the Luhansk, Donetsk, Cherson and Zaporizhia regions will gain greater power. For example, residents of the regions can now be forced to work in the armaments industry or prevented from traveling. The introduction of military censorship and tapping of private telephone conversations is now officially possible.
