The major natural risks prevention fund (FPRNM), also called the Barnier fund, is one of the measures implemented by the government to help disaster victims in Pas-de-Calais. It is by far the most interesting for those who wish to throw in the towel and leave their flooded home without finding themselves destitute. In this case, it is the State which will buy back the damaged property.

Only for the most damaged goods

Except that it is not “open bar” as the Pas-de-Calais prefecture insisted last Friday. There are in fact very precise criteria to qualify for the repurchase of your house in this context. You must already be in a municipality affected by the recent “natural disaster” decrees. The property must be covered by insurance including “natural disaster” guarantee and the damage to the property must have been compensated in this sense. But above all, “the property must have been damaged at more than half its value”, insists the State representative.

Ultimately, it is the estimate of the damaged house by a professional, “without taking into account the flood-prone nature of the property”, which will be decisive. To summarize, if your house is valued at 200,000 euros and your insurance compensation for the damage is 100,500 euros, you can enter the system and obtain 99,500 euros from the Barnier fund. If your insurer only paid you 99,000 euros, this will not work.

Also note that the repurchase via the Barnier fund is not carried out with an unlimited budget since the support will not exceed a ceiling of 240,000 euros. New example: if your house is estimated at 600,000 euros, and your insurer pays you 310,000 euros, you are eligible for the Barnier fund, of course, but you will “only” receive an additional 240,000 euros and will therefore lose 50,000 euros on the amount of the ‘estimate. That still leaves a little room to find a fallback solution in the area.
