How can more apartments be built in Munich that are permanently affordable for people with middle or even low incomes? This is one of the most burning questions in city politics, and this Wednesday it was very nice to see how much the issue is bothering the parties. The green-red government partners and the CSU opposition fought, literally, a race to see who would be the first to present his ideas, as my colleague Sebastian Krass, who also sprinted, describes very vividly.

In essence, it is about the question of how an instrument can be further developed with which politicians in Munich have been helping to control housing construction since 1994: socially fair land use, or Sobon for short. Behind the bogus administrative word hides guidelines which rules of the game investors have to submit to in new buildings, for example how many rental apartments they have to offer at regulated prices, how long they have to offer them at reduced prices, or how many euros they have to offer per newly built square meter have to transfer the infrastructure to the city. Should it be 175 euros instead of 100 euros – or is it enough to increase to 150 euros? Such details can make a huge difference. They can lead to the fact that more affordable apartments are actually built, or the opposite: That the building will be stifled and even less new living space comes onto the market.

The reform proposed by Green-Red is due to be passed on July 28th in the city council’s general assembly. But the topic will remain hot for much longer.
