In Poland, President Duda wants to swear in Prime Minister Morawiecki’s new cabinet today. But it has no chance of governing. Because of the election defeat, a majority is missing. Critics accuse Duda of delaying the transfer of power.

Although the opposition won the parliamentary election in Poland, President Andrzej Duda wants to swear in a new cabinet today around the current head of government, Mateusz Morawiecki.

Opposition representatives accuse Duda of wanting to delay the transfer of power. Because the government presented by Morawiecki has no chance of a majority in parliament.

Cabinet must Question of trust place

The constitution stipulates that the politician responsible for forming a government must present his cabinet within 14 days. The president then officially appoints the prime minister and administers the oath of office to the new ministers.

Within a further 14 days of his appointment, the Prime Minister must present his government program in Parliament and put his cabinet to a vote of confidence.

Three-party alliance clearly ahead in the election

In the election on October 15, three pro-European parties led by former EU Council President Donald Tusk won a clear majority of 248 of the 460 seats. A coalition agreement is now in place. Morawiecki’s PiS party won 194 seats and has no coalition partner. But despite the majority, President Duda, who himself comes from the ranks of the PiS, commissioned Morawiecki to form a government.

In recent weeks, Morawiecki had campaigned for a “coalition of Polish affairs” and tried to get individual groups from the opposition camp to his side. However, all parties rejected him.

He is expected to ask parliament for a vote of confidence on December 11th and will therefore fail. Only then would it be the turn of the current opposition to form a government. Parliament Speaker Szymon Holownia said he expects Donald Tusk’s new government to start on December 11th or 12th.
