We find more perpetrators of violence than of theft… But less often than before. This is, in essence, what emerges a note from the ministerial statistical service for internal security (SSMSI), broadcast Thursday. This document focuses on the “elucidation of crimes and misdemeanors recorded in 2022” by the national police or gendarmerie. “While more than 80% of intentional assault and battery on people aged 15 or over in a family setting are solved after one year, only 7% of residential burglaries are solved,” indicate the authors.
The number of cases resolved one year after the facts “is generally stable between 2017 and 2022 for half of the indicators: it varies by -1 point for intentional assault and battery on people aged 15 or over, theft without violence against people, residential burglaries and vehicle-related thefts,” explains the SSMSI. On the other hand, “the one-year clarification rate for scams and breaches of trust drops from 31% in 2017 to 19% in 2022, a decrease of 12 points in five years, as for the homicide clarification rate. », Underlines the study. 69% of these homicides were solved in 2022 compared to 81% in 2017.
“More sophisticated” operating methods
The elucidation of sexual violence has also been decreasing since 2017, a decrease which concerns “both sexual violence within the family” and “those committed outside”. But, assures the SSMSI, “these declines can, in part, be explained by an increase in the number of crimes and misdemeanors recorded for these categories of offenses”. “Between 2017 and 2022 the number of scams and breaches of trust recorded by security forces increases by 36% and that of sexual violence by 108% over this same period. »
The note also emphasizes the “complexification and [la] diversification of scam operating methods, with the proliferation of digital scams.” “The perpetrators use increasingly sophisticated techniques, and can act from locations abroad, which makes the elucidation more complex. »
Little elucidated thefts
With regard to intentional assault and battery recorded outside the family context, “the associated elucidation rate decreases by 9 points between 2017 and 2022 in a context where the number of victims increases by 23%,” observes the SSMSI. “This could be partly explained by a greater attention of services towards the resolution of intra-family matters,” he explains. However, “more than half of the attacks on people recorded in 2022 are solved after one year, in particular homicides,” he insists.
Property crimes “are less often elucidated”, also note the authors of this study. Concerning “non-violent thefts against people”, “residential burglaries” and “thefts linked to vehicles recorded in 2022”, the associated elucidation rates do not exceed 7% after one year.
“Since 2017, the political choices have been to put blue on the ground, to the detriment of judicial police missions,” denounces on X the ANPJ (national association of judicial police), which sees in this drop a consequence of the recent reform of the national police.
