Pandemic, war, inflation: According to the Federal Minister of Justice, the world situation required decisive and quick action. But now it is time to “return to normal mode”.

After several legislative procedures with short deadlines, Federal Minister of Justice Marco Buschmann has before a permanent one Crisis mode warned. “This crisis mode must not be allowed to grind into the legislative process,” said the FDP politician to the “Handelsblatt”. “First we had to deal with the corona pandemic, then there was the Russian war of aggression in Ukraine. This was followed by the energy crisis and high inflation.” Here one had to react decisively and quickly. It is now a matter of returning “to normal mode after all the crisis legislation”.

Most recently, the procedure for the Building Energy Act (GEG) – the so-called Heating Act – caused irritation. The federal government wanted to have it passed before the summer break, but the Federal Constitutional Court stopped the project in an urgent procedure. The Karlsruhe judges expressed doubts that the rights of the deputies were sufficiently protected in the deliberations. The traffic light coalition plans to pass the law after the summer break in early September. It aims to make heating in Germany more climate-friendly by gradually replacing oil and gas heating systems.

Buschmann does not consider the postponed decision to be dramatic. “Because objectively the law was not urgent. It will only really take effect when the municipal heating plan has been implemented,” said the minister. In his opinion, adequate deadlines in legislative procedures basically serve to ensure quality.
