Exceptional flood episode: situation update from November 8, 2023 – News – News

The watercourses of the Aa, the Hem and the Liane are once again placed on orange flood alert by Vigicrues. La Canche remains on orange alert. 192,488 inhabitants live in these 4 basins.

The department will also be placed on orange “rain – flood” alert tomorrow, from 10 a.m. Flood peaks are expected tomorrow afternoon for the Hem and Liane basins and Friday midday for the Aa.

State services are fully mobilized to deal with this situation. Since the start of the event (Monday November 2, 6 a.m.):

  • firefighters carried out 2,482 interventions, including 860 linked to flooding.
  • 3 minor injuries were treated (one additional injury compared to the previous report. This is a person injured in the knee following a fall in his garage in Saint-Étienne-au-Mont).

This evening, approximately 60 homes are still without electricity (about fiftye in Boulonnais and 4 in Audomarois). Note that the remaining outages are due to flooded homes making intervention impossible at this stage.

Moreover, 5,200 Residents have been deprived of running water since yesterday evening around Samer (Boulogne). Bottled water is distributed.

Measures implemented

Educational institutions

The prefect of Pas-de-Calais has decided, in conjunction with elected officials, not to open on Thursday 8 and Friday 9 November 2023 certain educational establishments (schools, middle schools, high schools, nurseries, etc.) located in municipalities particularly impacted by the floods . The list is available in the appendix.

Accelerated natural disaster recognition procedure

At the request of the Minister of the Interior and Overseas Territories and the Minister of Ecological Transition and Territorial Cohesion, a “natural disaster” commission under accelerated procedure will meet on November 14, 2023, in order to process requests for recognition of the state of natural disaster of the municipalities impacted by recent floods. Municipalities have been invited to submit their requests from now until Monday November 13, 2023 at 12 p.m. Requests received after Monday, November 13 or relating to other phenomena will be studied during the next interministerial commissions between the end of November and mid-December.

Help for disaster victims

The bad weather currently affecting the coastal part of the department has caused numerous damages to individuals, professionals and communities.

In order to best support disaster victims and help them with their sometimes complex administrative procedures, the prefect will bring together all state services tomorrow at the Pas-de-Calais prefecture. Thematic working groups led by departmental directors and the sub-prefects concerned will very soon be deployed under the authority of the prefect.

Measures aimed at facilitating insurance procedures for victims will also be implemented in the coming days.
