The crane arm of a blue truck lifts a roll of transparent film onto the snow-covered roof of the Civil and Civil Protection logistics center in Roje, a few kilometers outside Slovenia’s capital Ljubljana. In August, the country was hit by the worst floods since independence in 1991, killing seven people.
