Emmanuel Macron asks the body “to feed the pump of ideas and actions”

Despite criticism from the opposition, Emmanuel Macron does not want to see the CNR disappear. The Head of State even marked on Monday his desire to anchor the National Council for Refoundation in the French landscape, demanding “calendar objectives” and “results” which could give birth to legal texts and “plans of concrete ‘action’ for the reform of public services.

The objective of this council, which brings together political forces, social partners, representatives of companies and associations, is to “build national consensus”, insisted the president when opening the second plenary session of this body at the Elysée, after a inaugural session at the beginning of September in Marcoussis in Essonne.

Edouard Philippe noticed by his absence

Problem for Emmanuel Macron, this CNR which he called for in order to reform otherwise, remains for the moment not very visible in the eyes of the public. Above all, just like in Marcoussis in September, the oppositions have opted for a boycott. On the majority side, the former Prime Minister Edouard Philippe, boss of Horizons, was also the conspicuous absentee. From the National Rally to La France Insoumise, everyone decries a “thing”, a “gadget” intended to “bypass Parliament” where Macronie no longer has an absolute majority.

On Monday, around forty participants were gathered around the table, including the head of government Elisabeth Borne, ministers, leaders of trade unions and employers’ organizations (Laurent Berger for the CFDT, Cyril Chabanier for the CFTC, Laurent Escure for the UNSA, Geoffroy Roux de Bézieux for the Medef), representatives of associations of elected officials and associations. They took stock of the work carried out for three months by some 2,000 territorial CNRs on school, health and employment, as well as seven national thematic CNRs, from “Ageing well” to digital and housing. .

Moving from theory to concrete solutions

“The objective of the CNRs at the national level is to build a common framework for action and then to lead to legal texts, which to major plans, but really to transformations of our public policies”, underlined The head of state. At the local level, the goal “is not to simply debate, it is to do”, to identify “real roadmaps and territorial action plans”, “a timetable and means”, he said. -he says. “It is also to feed the pump of ideas and actions”.

Several projects coming from the field were presented such as the health prevention passport throughout schooling, the creation of an eco-responsible and united store in a vocational high school and a language laboratory from the end of kindergarten. Many participants also insisted on the need to move from theory to concrete solutions.
