A technical adjustment to the increased requirements was not made in time and was also financially unattractive. The search for a new operator was unsuccessful and the search for a company that would transport organic waste from the entire district for recycling turned out to be difficult. Even now, after months of searching, there is only an interim solution for the total of 30,500 tons per year.

The award procedure must be checked at the instigation of a competitor

Disposal was now initially awarded as part of an emergency contract to the Wurzer company in the Erding district, in a joint venture with the Högl waste disposal company from Volkenschwand near Mainburg in the Hallertau, according to the district office. The organic waste will be brought to Eitting in the district of Erding from January 1st until the end of the review of the award procedure. After the first award procedure, a competitor had submitted a complaint to the Upper Bavarian Government’s public procurement chamber. The ongoing test procedure will drag on until next year. The District Office is not allowed to say who has reprimanded and why. On the other hand, it assures that the number of trucks transporting rubbish on Taufkirchner Straße from Kirchstockach will be reduced from January onwards, because the organic waste from the northern municipalities is not driven via the Kirchstockach detour, but directly to Eitting in the Erding district.

A company has been found for the overhaul of the biogas plant

But what will happen to the facility, which was special when it was built in 1997? Continued operation was not put out to tender because it was very prone to failure and had a reduced throughput for years. According to the District Office, this caused consistently high amounts of organic waste that had risen again in the past few months and had to be removed for other disposal. In order to subject the system to an overhaul as necessary, it would have had to be switched off for a long time. But the district office and the previous operator, the Ganser Group, could not agree on this. In the end, they should only have corresponded with each other through lawyers.

Now things are moving forward. In January, EO Schweiß & Montage GmbH from Buchbach in the Mühldorf am Inn district takes on responsibility. The company for pipeline construction and biogas plants has many years of experience in the renovation and repair work of a wide range of systems in the waste disposal sector. Its project manager, the biotechnologist Silvia Schedlbauer, knows the Kirchstockach plant well because from spring 2016 to October 2020 she was jointly responsible for the technical management of the fermentation plant as well as the organization and documentation of all necessary maintenance and repair work. Schedlbauer will organize the temporary shutdown of the plant with newly hired specialists and prepare it for an overhaul. If necessary, it can then be checked whether further operation is possible and ultimately financially viable, for which purpose the system would have to be brought up to date. After the first inspection, Schedlbauer is not yet able to provide any specific information on the required scope of the work.
