But for everyone who cares about the cultural infrastructure in England, 13 years of Tory politics have been nothing more than a series of brutal rounds of austerity, implemented by culture ministers whose attitude towards their department ranges between ignorance and open dislike for what is seen as left-wing and elitist perceived cultural scene changed.
