Who controls the vaccination status when compulsory vaccination is introduced? The employers’ organizations do not want to take on this task. The state should not pass on its control obligations to others.
The Confederation of German Employers’ Associations (BDA) is against the possible responsibility of employers when querying the vaccination status of employees in the event of the introduction of general compulsory vaccination against Covid-19. They refuse to have employers carry out vaccination checks on employees: “The state must not transfer its control obligations to third parties,” said BDA general manager Steffen Kampeter of the daily newspaper “Rheinische Post”.
A compulsory vaccination must be unbureaucratic and practicable. “This applies regardless of whether it is limited to specific institutions or applies generally,” said Kampeter. It is important for employees and employers to have clear, plannable and reliable specifications.
Employer President Rainer Dulger and BDI President Siegfried Russwurm have also spoken out against controls by employers. “A general obligation to vaccinate must not be passed on to companies,” they said at the end of January: “Care must come before speed in order to find a legally binding regulation that will strengthen the trust of citizens in the state again.”

At present, only a facility-related vaccination requirement for employees in care and in hospitals has been decided. It should apply from March 15th. The German Nursing Council has now expressed major concerns about the feasibility of this compulsory vaccination. “Strictly speaking, there is no other choice but to let unvaccinated nurses continue to work when in doubt,” said its President Christine Vogler of the editorial network Germany (RND).
The Marburger Bund doctors’ association is also calling for clear regulations on the implementation of compulsory vaccinations in nursing: “Instead of talking about a lot of easing, the Prime Minister’s Conference next week should clarify much more urgently how the facility-related compulsory vaccination will be implemented,” said the association’s chairwoman, Susanne Johna, to the RND . It is unthinkable that the health authorities would have to make a discretionary decision without clear guidelines.
