Hundreds of huge white oil tanks, the silvery tangle of pipes from refineries, lattice towers for flaring gas – that is the silhouette of Texas City, located in the state of the same name on the Gulf of Mexico, three quarters of an hour from Houston. The city is a monument to the fossil age – not the most obvious place to visit a green foreign minister from Germany who has brought climate foreign policy into her own house.
