Who is in charge of German foreign policy? The rivalry between the Chancellery and the Foreign Office has a long tradition, but the current conflict goes deeper.

The Chancellor has the first word. After the opening of the Munich Security Conference this Friday, Olaf Scholz will be the first speaker to speak for the federal government at noon. After a video message from Ukrainian President Volodymyr Zelensky, he would like to explain from a German perspective what a year of war and a turning point mean. Last year, Annalena Baerbock spoke the opening words of the traffic light government on day one of the conference. This time the Foreign Minister has to be content with an appointment on Saturday afternoon.
