It’s not just Germany that is holding back on arms deliveries to Ukraine, says Frank Sauer, an expert on international security policy at the Bundeswehr University in Munich. Other G7 countries were also hesitant to support the Ukrainian counter-offensive with suitable military equipment – for fear of an open conflict with Russia. Sauer’s demand: the West urgently needs to come to an agreement on what outcome of the war they actually want to work towards.
