The House of Representatives has the upper hand on budget issues in the United States. The Republicans could use this to cut funding for Ukraine in the war against Russia. In addition, they can block bills from the Democrats, which in the USA have to be passed in identical form by both chambers. It would also be possible for them to set up investigative committees and thus put pressure on the Democrats.
