Because the landscape architect had not planned part of the area, another 82,100 euros are due for the new after-school care center next to the Ganghoferschule. In addition, there is 51,900 euros because, contrary to assumptions, the fence that was removed because of the construction site cannot be used again. The fitted kitchen has to be adapted for 14,000 euros. The drywaller has changed something in the interior design. According to Mayor Christoph Böck (SPD), the costs for the new building have recently increased significantly again for steel construction, timber construction and the electrics – practically in all trades. Instead of the 7.8 million euros that was assumed in 2019, 9.9 million euros are now due. So the city has to add a good quarter on top of that.
This increase in costs does not adequately reflect the frustration and anger that the town hall in Unterschleißheim had and still has with this wooden building. For a long time, construction delays at the timber construction company in particular overshadowed the large-scale project, which is why parents and children have already made representations and forced the town hall to give a detailed statement as to why it was necessary to wait so long for the urgently needed after-school care center. At least Mayor Böck was able to announce that construction would be completed by the end of February.
But the project is not finished for the city. Mayor Böck expressed contrition in the city council because of the increased costs and he announced a review in order to learn lessons for the future. “We have to think about it,” he said. It turned out that there was no project control. The city administration simply didn’t have it in the cross in terms of personnel to accompany the complex construction more closely and to always keep an eye on the cost development. Lawyers have long since been involved in the matter. 360,000 euros are not even included in the currently expected additional costs, because these were caused by the construction delay. According to the lawyer, the prospects are good, said Böck, of getting this sum reimbursed by the company responsible.
In the case of a number of other expenditure items, which have also skyrocketed recently, the town hall still hopes to be able to save at least a part. Because of the subsequent growth in construction volume, fees for planning and ancillary construction costs have retroactively developed upwards as if of their own accord. That makes 605,000 euros. Böck announced that some of these increased expenses would be checked by the municipal auditing association.
The city council was alarmed, not least with a view to other major projects that are still to come, such as the new construction of the Michael Ende School. The latter will cost around 50 million euros. If there were such outliers as with the after-school care center at the Ganghoferschule, it would be a disaster for the city’s finances, said Peter Kremer (AfD), for example. Stefan Diehl (CSU) pointed out that no financial buffers were planned for the Michael Ende School. In reality, the costs for the after-school care center have risen even more sharply, Diehl said, based on the original plan.
