It would be a mistake to believe that diplomats always adopt a polite tone and only fight with foil. Foreign ministers and ambassadors get down to business behind closed doors when they represent the interests of their own country in friendly or less friendly governments. They also exert pressure, threatening, sometimes rightly and sometimes wrongly, sometimes successfully and sometimes in vain.
