At the headquarters of the Paris Primary Health Insurance Fund, several agents are mobilized as part of an outgoing call campaign aimed at people over 75 years of age who have not yet been vaccinated.

Emmanuel Macron had announced at the beginning of the week, “to accelerate the vaccination, it is to go towards the more than 75 years who do not have an appointment. Because they are isolated or move with difficulty, the operators of the Health Insurance Fund call them to offer them the vaccine ”. So, the Paris CPAM got into working order to bring Parisian seniors closer to anti-Covid vaccination. And 20 minutes went to see how this campaign is being carried out.

“Go to” the most vulnerable and support them in vaccination

In practice, the people contacted were identified “thanks to the database of insured persons, crossed with the Covid vaccine information system, a file which makes it possible to know who has been vaccinated”, explains Pierre Albertini, general manager of the CPAM of Paris. Thus, “approximately 6,400 people over 75 years of age who have not been vaccinated will be called by our agents, and 17,000 will be contacted by SMS”, he explains.

“This campaign aims to” reach out “to the most vulnerable populations, to offer them priority slots, on beaches specially reserved for them, and very quickly: the first meeting is generally scheduled for the week following the call. The agents take care of everything for each person contacted, and adapt to their constraints, to their schedules ”, underlines the general manager of the CPAM of Paris. This outgoing call campaign was launched on March 31, “at the same time as the national fast-track number announced by the Head of State,” he recalls. These are two complementary devices, which make it possible to accelerate vaccination coverage in this age group ”.

“It’s Pfizer, Madam”

On the call platform located at the headquarters of the Parisian CPAM, in the 19th arrondissement, four health insurance agents are busy. “The Paris CPAM will be able, at cruising speed, to mobilize around fifty agents”, predicts Pierre Albertini. Regulatory distance, mask and hydroalcoholic gel available: barrier gestures are still required. In line with an octogenarian Parisian, Maryam answers all the questions of her interlocutor: “It’s Pfizer, Madam,” she tells him at the beginning of their exchange.

But before “booking” the appointment, the young woman asks the usual questions to ensure that the vaccination can take place. “You haven’t had Covid-19 in the past three months? Haven’t been in contact with someone with Covid-19 in the past seven days? Have you had no vaccine outside of Covid for the past two weeks? “Three” no “later, everything falls into place. “Perfect, I can arrange a meeting for you on Thursday April 8 at 8:40 am.” Do you prefer the afternoon? No problem, I can offer you an appointment at 1:05 pm, ”reassures Maryam, who makes sure to be as accommodating as possible. And she wastes no time: in the process, she offers the insured a time slot for her second injection. It will be Thursday, May 6, at the same time. “Do not forget your Vitale card, any current prescriptions, and an identity document. I wish you a great day, Madam! “

Proximity vaccination

In five minutes, the octogenarian called has his two appointments, a few minutes walk from his home. “She was delighted because she is 83 years old, lives alone and does not have too much knowledge of the Internet and making appointments on online platforms,” ​​explains Maryam. So she was waiting for our call, she was aware of the campaign that has just been launched. And for her, it’s a godsend: we adapt to her schedules, make her two appointments in a center near her home. And she was reassured to know that she would receive the Pfizer vaccine ”.

Facing Maryam, Felipe also makes calls, always with a smile in his voice. “Each time, we make sure to offer a nearby vaccination appointment,” he insists. This is at the heart of this campaign: people tell us they are happy to be able to get vaccinated near their homes. Some explain to us that until then they had only found niches in centers far from their homes ”.

“It is a question of facilitating the procedures, not for the promotion of vaccination”

“This is to facilitate the procedures by offering them, among the 24 vaccination centers in the capital that administer messenger RNA vaccines, meetings in the one closest to them. But not to promote vaccination, ”summarizes Pierre Albertini. “We are there to help and accompany, not to convince, abounds Felipe, between two calls. When policyholders share their doubts and questions with us, we listen to them and respond to them, we take the time to make them feel at ease, because this is an important decision. And if they need time to think, we suggest that they call them back a little later. And when they do not want to be vaccinated, we respect their choice ”.

But overall, “people are happy to finally have access to the vaccine,” observe Felipe and Maryam, who each call between 120 and 140 insured each day. And “it’s very gratifying for us, continues Felipe. At the end of my day, I am not tired because these calls generate a lot of positive energy! “

And there are still many calls to make: Friday, 61% of over 75s received their first dose of vaccine nationally, according to the Ministry of Health. However, Pierre Albertini recalls, “the government’s objective is to achieve the highest possible vaccination coverage for this population, of at least 80%”.
