It was September 13, 1993. The rape and murder of little Karine, 8 years old, in the Pyrénées-Orientales, revolted France. For this crime, but also the rape and murder of Concetta Lemma, as well as the rape and attempted murder of Marie-José Gauze, Patrick Tissier was sentenced to the maximum sentence in 1998 by the Assize Court of Eastern Pyrenees. Life imprisonment, with a security period of 30 years which cannot be reduced.
At 71, he is serving his sentence in Ensisheim (Haut-Rhin). Since September 21, L’ogre de Perpignan can file a request for release. A possibility for which Louis Aliot, the mayor (RN) of Perpignan, alerted the Minister of Justice, Éric Dupond-Moretti.
“Respect for its victims is at stake, as is the safety of our fellow citizens.”
In his letter, revealed by the site Ouillade, he demands that Patrick Tissier does not leave prison. “Respect for his victims as well as the safety of our fellow citizens is at stake (…) The Republic has already given him too many chances to rehabilitate himself. Everytime, [il] transformed these moments of freedom into opportunities to rape and kill. »
Louis Aliot warns Éric Dupond-Moretti. “I imagine that it could be both comfortable and prudent to rely on the sovereignty of the magistrates (…) In your capacity as hierarchical authority of the prosecution, it is up to you to be particularly attentive to what will be required on [sa] request for release. »
