- The countries of the European Union reached an agreement on Tuesday on a reduction in gas consumption next winter in order to reduce their dependence on Moscow, after the new severe drop in Russian deliveries.
- Gazprom announced on Monday a new drastic reduction in gas deliveries to Europe, from Wednesday, and drastically, to 33 million cubic meters daily, evoking the need for maintenance operations on a turbine. This represents around 20% of the capacity of the Nord Stream 1 gas pipeline, which is already only 40% used.
- Gas and oil prices end higher, on Monday, fears of hydrocarbon supply cuts from Russia resurfacing. The price of European natural gas was around 190 euros per MWh on Tuesday morning.
- A residential area of Kharkov, the second largest city in Ukraine located in the northeast of the country, was bombed on Tuesday according to its mayor, Ihor Terekhov. Russia fired S-300 missiles from Belgorod, said Maria Avdeeva, director of research at the European Expert Association, adding that “one touched the children’s soccer field; the second, [une zone] near the metro entrance”.
- A “massive strike” touched Mykolaiv, Tuesday morning, according to the regional governor of the city, by publishing a video, where we see many explosions and black smoke. A critical infrastructure facility and an automotive company were reportedly hit with no casualties. Missiles also targeted the outskirts of the city and there were attempts to damage port infrastructure.
- The UK MoD cast doubt on Russia’s account the Sunday 24 missile attack on Odessain his last newsletter posted Tuesday morning on Twitter. The ministry believes that: “The Russian Defense Ministry claimed to have hit a Ukrainian warship and a stockpile of anti-ship missiles. There is no indication that such targets were where the missiles hit. (…) Russia will continue to prioritize efforts to degrade and destroy Ukraine’s anti-ship capability. However, Russia’s targeting processes are most likely regularly plagued by outdated intelligence, poor planning, and a top-down approach to operations. » Ukraine accuses Vladimir Putin of undermining the application of the agreement signed the day before on the resumption of grain exports blocked by the war. The West and the UN condemned this strike, which Moscow denied to Turkey.
