The regional chamber of accounts screens a social landlord

Here are three reports from the regional chamber of accounts which will not please the public landlord Marseille habitat. In summaries published this Thursday, the body responsible for verifying the accounts of local authorities and judging possible conflicts relating to these accounts makes a harsh judgment on the management of three real estate companies owned by Marseille habitat.

A new general manager

Regarding Protis Développement, a subsidiary whose purpose is the purchase and sale of parking spaces, the regional audit chamber “observes that the SCI practiced discounts on the sale price of parking lots, under opaque conditions, on the most of the transfers it has made. The company which acquired more than 750 car parks, for 13 million euros, had sold, at the end of 2021, only 281 car parks. Regarding the SCI Désirée Clary, which owns a block of buildings, comprising 150 housing units, located in the 2nd arrondissement of Marseille, the chamber notes that it is only a “legal ‘shell'”, the “precarious” financial situation. (…) The rental income does not cover housing maintenance and management costs.

More broadly, the regional chamber of accounts notes for the entire lessor an “opaque” management of social housing, pointing out, among other things, the absence of publication of the criteria for allocation of housing, the non-compliance with the rule of three candidates for accommodation, the lack of traceability of the debates and the loss of several years of minutes. All this leads the chamber to conclude that the lessor suffers from “significant governance problems”.

Arriving in May of this year from the town hall of Vitrolles, Frédéric Pâris, the new general director of Marseille habitat, has his work cut out for him.
