The loyalty bonus for civil servants expanded and revalued

A lovely Christmas gift. According to a decree published on December 23 in the Official Journal, the bonus of 10,000 euros introduced in October 2020 in Seine-Saint-Denis to retain civil servants in this under-resourced department, will be revalued from January 1, 2024. It will pass thus to 12,000 euros and will be extended to more professions.

Members of the academic management and psychologists of National Education, inspectors and driving license delegates assigned to the department, officials of the DRIHL, the DRIEAT, and the DRIEETS, departmental units acting in the areas of economy, housing and environment.

Now paid in three installments

Also concerned are agents of the French Office of Immigration and Integration (OFII) assigned to the prefecture of Seine-Saint-Denis and the internal surveillance brigade (BSI) of Aulnay-sous-Bois and from the Aulnay-sous-Bois customs office.

Until now, the bonus concerned police and prefecture officials, clerks, employees of National Education, the prison administration, firefighters and public finance administrations.

The terms of the bonus have also changed. Previously, this was “paid in one go, at the end of five years of effective service”. This article was repealed in the decree and the new terms defined in a decree dated November 4.

From now on, the bonus will be received in three installments: 20% of the amount upon taking up the position, 40% after three years of service and the remaining 40% at the end of five years.

“A strong state in Seine-Saint-Denis”

For agents who do not complete the five years, a reimbursement is provided in certain cases, depending on the situation.

This loyalty bonus for civil servants and contract workers working for five years in the department is one of the key measures of the “a strong State in Seine-Saint-Denis” plan. It was introduced in October 2020.

“I want civil servants and agents to come and build careers in Seine-Saint-Denis tomorrow,” declared the Prime Minister, Jean Castex, two years after the launch of the plan.

Persistent social difficulties

In a recent parliamentary report on Seine-Saint-Denis, four years after a first damning report, the communist Stéphane Peu and the Renaissance elected representative Christine Decodts suggested increasing the bonus to 15,000 euros for agents who remain in office for five years and extend it to healthcare personnel.

According to their analyzes of existing data, Seine-Saint-Denis remains the poorest and under-resourced territory in terms of health, justice, security and inequalities are widening at school, despite the government plan. .

For them, it is necessary to make public employment attractive, with inequalities partly explained by fewer and less experienced civil servants than elsewhere.

Four years after the launch of the “Stronger State in Seine-Saint-Denis” plan, the youngest and most dynamic department in France still has persistent social difficulties, with 27.6% of the population (1.6 million ) living below the poverty line. For MP Stéphane Peu, “there has been no notable development” since then.
