The Council of State removes doubts about the requisition of Crous student accommodation

The Council of State has removed doubts about the legality of the requisitions, contested by a union, of student accommodation at Crous Paris in view of the 2024 Olympics, in order to accommodate the staff of the event, in a decision rendered on Friday.

At the end of August, the Paris administrative court suspended in summary proceedings the decision of the Crous to limit the occupancy leases of student accommodation in view of the Paris 2024 Games to June 30.

On the basis of an email from Crous sent to students in May 2023, the Solidaires union had initiated legal proceedings against the requisition of 3,000 Crous housing units, an organization which notably manages student residences, to accommodate staff (security forces, caregivers , first aiders, security agents) of the event during the summer of 2024. Seized of an appeal by the Crous Paris, the Council of State ruled on Friday that there was no need to rule.

The highest administrative court considers in fact that the very subject of the dispute, namely the email sent to students, is no longer effective since the university residence admission campaign for the year 2023/2024 which provides for the end of leases on June 30 and a decision of the board of directors of Crous Paris dated November 6.

This guarantees “the renewal of the right of occupancy of students occupying accommodation in one of the residences which will be made available for State personnel participating in the organization and smooth running” of the Olympic Games and “their will grant various aid to offset the consequences of a change of accommodation and university residence,” highlights the Council of State.

Compensation of “100 euros”

He also recalls that the Crous is legally justified in offering leases of less than one year to students and can rent these premises during the period “to the State to house mobilized personnel” for the Olympic Games. and the Paris Paralympic Games.

Requested by AFP, the Ministry of Higher Education “takes note of the decision of the Council of State and recalls that contrary to a persistent disinformation campaign, there has never been any question of depriving a single student of accommodation for Games “.

Contacted the Solidaires union lawyer, Me Marion Ogier, could not be reached immediately. More than 2,000 students benefiting from Crous must be rehoused. The decision sparked controversy.

Students who will have their Crous accommodation requisitioned during the Paris Olympic Games will also receive compensation of “100 euros” and “two places” offered to attend “Olympic events”.
