“We are launching a major mobilization for the Bluets, which is intended to spread the word for all maternity hospitals in France which are in a situation of budgetary asphyxiation with staff in great suffering, because they are being asked to work poorly by imposing on them to become baby factories,” said Sophie Binet during a press conference, accompanied in particular by Sarah Durocher, the president of Family Planning.
“It is no longer possible that it is more profitable to do cesarean sections rather than vaginal births, it is no longer possible to send women home one to two days after giving birth,” he said. she indicated. “We must change the method of financing” of hospitals in the mutual and associative sector, “which have a less favorable method of financing than public hospitals even though they respect the same obligations in terms of pricing,” she added. .
Less paid than public hospitals
Founded in 1937 by the CGT and remaining in the orbit of the union since then, the Bluets maternity ward, which carries out more than 3,000 deliveries per year, was notably the pioneer in France of “painless childbirth” and is a reference for support for women. Faced with major financial difficulties, it was the subject of a recovery plan in 2018 which has just been completed. However, it still has an annual deficit of 3 to 3.5 million euros, made up in particular by funding from the Regional Health Agency.
The maternity hospital regrets not being able to offer salary conditions as favorable as the public (“up to 30% less”), and not being able to finance new projects. Maternity officials particularly want a reform of fee-for-service pricing (T2A) which governs the financing of public and private hospitals. They also demand that private, non-profit hospitals be remunerated in the same way as public hospitals, whereas today, they benefit from lower prices for the same procedures.
Last January, Emmanuel Macron promised that the Social Security financing bill for 2024 (PLFSS) would be an opportunity to start “getting away from activity-based pricing”.
