Targeted by a complaint for manslaughter, Paris Habitat responds

Is Paris Habitat partly responsible for the death of 77-year-old Abdel in 2016? Salwa, his daughter, is convinced of this. She thus comes to file a complaint for manslaughter and endangering the lives of others, indicated The Parisian. On June 18, 2016, her father, bedridden in their accommodation in the 19th arrondissement after an operation, felt a sharp pain during a nap. A nurse then noticed “a small wound with two openings located below the operative wound. The depth and delineation strongly resemble a rodent bite, ”reports The Parisian. Unfortunately the wound became infected and the septuagenarian finally succumbed to sepsis on October 8.

For Salwa, 37 years old and mother of a one-year-old child, the presence of the rodent is linked to the insalubrity of her apartment, managed by the social landlord Paris Habitat and which adjoins the local garbage cans of the building. “Hygiene level is not possible, describes the young woman on a daily basis. Despite the rat control campaigns, rats and mice are coming back, it’s disgusting, unlivable, we no longer sleep. The slightest noise wakes me up. “She therefore asks for new accommodation, a request to which Paris Habitat does not respond.

Renovations

In March 2020, Salwa goes to her husband’s family, in Gironde, where she ultimately stays longer than expected, due to confinement. On her return in July, she claims to face a “rodent invasion”. In response, the social landlord decides to renovate the accommodation and provide it with free accommodation in a hotel in August, while the work is being done. But for Salwa, the account is still not there. “I could no longer return to this accommodation, psychologically it was too hard, in addition I was endangering my child, I repeated to the landlord that I needed another apartment,” she says to the Parisian. I just ask to live in a place without mice and humidity, nothing more. “

Except that Paris Habitat does not really share this version. Asked in the article of Parisian, the social landlord also cracked a press release when the text was published to “specify a number of omitted facts and their chronology”. He wonders in particular about the five years which separate the death of Abdel and the filing of a complaint, while ensuring that “no tangible fact today making it possible to establish a causality between the regrettable death [d’Abdel] and the supposed bite by a rodent ”.

Paris Habitat adds that if the renovation of the apartment could not be done, it is because of the repeated absences of the mother of the family. “A bailiff established on March 23, 2021 that the accommodation has been abandoned for several months […], and in an advanced state of neglect, the accommodation is no longer maintained: wallpapers torn off, shutters closed and closed, absence of clothing effects, carcasses of furniture, ”the statement said. Before concluding: “The company, no more than the usher dispatched, then did not notice, on April 29, 2021, the presence of mice or their unsanitary state. »Consequently, specifies The Parisian, “Paris Habitat has initiated proceedings against the mother for abandonment of housing, in order to expropriate it”. A long conflict which will find, it seems, only a judicial outcome.
