When the Bavarian Prime Minister Markus Söder (CSU) called for a “pause for thought” for the planning of a new concert hall in the Werksviertel in March, even many insiders of the project were flabbergasted. Did he saw off the prestige cultural project of the Free State, to which he had always been committed? Or does construction have to come at the end?
