With almost 314 billion euros, the municipalities and municipal associations in Germany are in the chalk with credit institutions. Where is per capita debt highest?

The communities and community associations in At the end of 2022, Germany was indebted to credit institutions and private companies to the tune of 313.9 billion euros. This was announced by the Federal Statistical Office, citing a model calculation of debt in the so-called non-public sector in Wiesbaden.

The per capita debt was therefore 4,034 euros. The debt increased by 4.3 percent within 2022. In the previous year the increase was 4.1 percent.

The model calculation includes the debts of the municipal core and extra budgets as well as the debts of the extra budgets and other public funds, institutions and companies in which the municipalities have a stake, as the Federal Office announced. In addition to credit institutions, the non-public sector also includes insurance companies, for example.

According to the model calculation, the municipalities and municipal associations in Saarland had the highest per capita debt at the end of 2022 at 6,083 euros. This was followed by the municipalities in Hesse with 5,558 euros, Rhineland-Palatinate with 4,682 euros, North Rhine-Westphalia with 4,612 euros and Lower Saxony with 4,312 euros. The Federal Office for Municipalities reported the lowest debt levels per resident in Brandenburg at 2,534 euros, Saxony at 2,809 euros and Bavaria at 2,926 euros. The Federal Office pointed out that the city states of Bremen, Berlin and Hamburg are not included in the results. They are assigned to the official financial statistics at the state level and not at the municipal level.
