Who gets which ministerial office? The Greens are discussing this longer than planned. The background is apparently a dispute between the left wing and the Realos. The strike vote on the coalition agreement has also been delayed.
The decision of the Greens on filling ministerial posts and other top positions in the desired government with the SPD and FDP is still open. “I know that you are all waiting for us to announce a personnel table,” said the political federal manager of the Greens, Michael Kellner, in Berlin.
The strike vote is postponed
The ballot, which was actually planned for Thursday, should only begin on Friday. “It is so that, as in the coalition negotiations, we are thoroughly deliberating that the deliberation time is still going on and that we will make a decision in the course of today,” said Kellner. Co-party leader Robert Habeck said that the party council would decide in the evening to initiate the strike vote on the coalition agreement with the SPD and FDP. “Tomorrow morning the names behind the negotiated ministries will appear there,” said Habeck. His party occupies five ministries.
According to reports, there is a dispute between the left wing and Realos. The left wing is resisting the planned occupation of a ministerial office with the realo Cem Özdemir, which could ultimately cost the left parliamentary group leader Anton Hofreiter the hoped-for ministerial office. It was long considered certain that Hofreiter would move into the cabinet.
Two binding quotas
Traditionally, the Greens have to agree at least two more or less binding quotas: the balance of both wings and equal representation of women and men. It is therefore difficult to imagine that Hofreiter and Özdemir will both move into the cabinet. Then out of five ministerial posts, at least three would be occupied by men – difficult to imagine in a party where the priority for women is so deeply anchored in the statutes. Baerbock and Habeck, both seated, are both unrealistic.
Habeck: Ministries Opportunity for Climate Protection
Habeck is expected to be nominated for the office of Minister of Climate and Economics. Co-party leader Annalena Baerbock is to become foreign minister, Habeck confirmed this publicly for the first time. In addition, the Greens have the right to propose the ministries for the environment, agriculture and family, but not for the transport department they are hoping for. This should take over the FDP.
Habeck said he saw a great opportunity for climate protection in the party’s future ministries in the traffic light coalition. He spoke of a “climate shamrock”. He referred to the Ministry of Economics and Climate Protection, the Ministry of the Environment and the Ministry of Agriculture – these ministries, which will go to the Greens in the future, have often blocked each other in the past, according to Habeck.
The Greens actually wanted to give the go-ahead for the ballot of their 125,000 members on the coalition agreement and the personnel table with a so-called federal-state forum. This was originally supposed to start on Thursday at 4 p.m., but was slightly delayed. According to the Greens, the strike vote should take ten days. In addition to digital voting, voting by letter should also be possible.
Simple majority is sufficient
A simple majority is necessary for the adoption of the coalition agreement and approval of the personnel board. There is no quorum. Around 80 Greens take part in the Bund-Länder-Forum, some digitally, some on site. They come from the top of the party and parliamentary group, the federal states, the European Parliament and the Green Youth. The negotiating team from the coalition talks should also be there.
