Eight years is a long time in politics. In August 2015, Angela Merkel landed in Brasilia. Almost twelve hours of flight, 20 hours in the Brazilian capital, twelve hours back. The program was shortened because of a vote on a Greece package. But a year earlier, on the sidelines of the World Cup, the Chancellor had agreed with President Dilma Rousseff to begin government consultations. And so Merkel was here with a large part of her cabinet, including the then Foreign Minister Frank-Walter Steinmeier.
