During the presentation of his program, Thursday, March 17, the candidate president Emmanuel Macron put his idea of ”solidarity at the source” on the table. RSA, activity bonus, housing aid or family allowances would be affected by this device. But what is it?
In contrast to the “deduction at source” which authorizes the State to deduct directly from wages what is due to it, the “payment at source” or “solidarity at source” would thus consist of a payment of social assistance from automatically to beneficiaries.

An idea that is not new for Emmanuel Macron, the presidential candidate of En Marche having already included it in his program in 2017, without however managing to get it started.

According to him, this would concern “20 million people” who receive the RSA, the APL, the activity bonus or family allowances.
This would then make it possible to dispense with the constitution of a file and the heavy administrative tasks that go with it.

Similarly, “payment at source” would make it possible to avoid the phenomenon of non-recourse, ie the fact that a person does not receive a benefit or service to which he is nevertheless entitled. The system would also prevent fraud and the undue payment of aid to false beneficiaries.
CAF employees in the hot seat?
However, the “payment at source” could also have bad sides. Because if today the CAF counts some 20,000 civil servants in charge of the development of the files dedicated to this aid, it is just as many people who could lose their job with this new measure, underlines franceinfo.
