Refusals up by more than 50% between October and June 2021



Between October 2020 and June 2021, more than 28,000 refusals of applications or renewal of residence permits were recorded. This is an increase of more than 50% compared to the same period of the previous year, announced Thursday the Ministry of the Interior.

This figure was communicated on Wednesday during a meeting of the follow-up committee of the circular of September 29, 2020, relating to the removal of foreigners who have committed serious offenses or represent a serious threat to public order.

Nearly 700 residence permit withdrawals

This meeting was chaired by Gérald Darmanin, it was specified in the entourage of the minister. Since the establishment on October 1, of the recommendations of the Minister contained in this circular, “nearly 30,000 withdrawals or refusals of titles have been notified by the services of the prefectures, in all the departments, including more than 10,000 in the last three months », Said the ministry.

The prefectures proceeded in nine months to “699 withdrawals of residence permits”. In the absence of data for the corresponding period of the previous year, it was not possible to make a comparison on these withdrawals.

The Ile-de-France region champion of refusals

These withdrawals were based, according to the ministry, at “67.9%” on “public order grounds” including “27.6% for aggravated violence, attempted murder, intentional homicide, multiple recognition of paternity, fraud in organized gang, fraud, rebellion, insults and threats against a person holding public authority; 9% for conviction of drug trafficking and concealment, 7% for soliciting and exploitation of begging, theft; 6.3% for domestic violence; 5.9% for traffic offenses; 3.2% for radicalization; 1% for trafficking in human beings and procuring; and 8% for other reasons ”.

Regarding the refusals of a residence permit, “20,079” concerned a “first request”, of which “1,299 were based on a ground of public order”. Alone, the eight prefectures of Ile-de-France have concentrated “33.9% of refusals of first request”. During the same period, refusals to renew residence permits amounted to “8,031”, of which “772 were based on a ground of public order”. The 8 prefectures of Ile-de-France concentrated 44.1% of renewal refusals.
