The urban planning contract that the municipality wants to negotiate with the company is becoming increasingly important in the ongoing construction management process in the municipality of Pullach regarding the conversion and expansion plans for the United Initiators (UI) chemical plant. In its meeting on Tuesday in the community center, the municipal council approved the new development plan and the first change to the land use plan by a majority, so that the municipality can continue the process. However, at the request of Christine Eisenmann (CSU), the committee committed the administration by resolution to submit a first draft of the urban development contract to the municipal council for further discussion in a closed session at the latest after the next public presentation of the plans. If this is not available by then, he feels compelled to reject everything, said Reinhard Vennekold (WIP).
These additional agreements between community and UI are still the big unknown. What cannot be determined in the development and land use plan should be regulated in this urban development contract – and this is not about small things, but about essential components of the UI project such as production quantities, the delivery traffic of hazardous substances, deforestation or emissions. In addition, Agenda 21 and the “Protection of the Isar Valley” association, among others, had objections and suggestions in their statements, which the administration hardly addressed in the context of the weighing process.

All points in the draft resolution refer to this urban development contract, which is unfortunate if you don’t know any details, said Renate Grasse from the Greens. “We can’t imagine anything like that,” added Alexander Betz (FDP) and also complained that the urban development contract was the formula for every point.
Agenda spokesman Peter Kloeber was already disappointed before the decisions on the individual statements were made: “Did I understand correctly that the items on the agenda should be voted on today? But you can’t do that without an urban development contract,” said Kloeber. Approving a development plan first as an intermediate step and then talking to the developer about individual changes, he doesn’t think that’s very logical. This means that the community can no longer build up any real pressure to negotiate, Kloeber said after the meeting to the SZ. Building authority manager Jürgen Weiß warned against believing that everything can be regulated in an urban development contract, saying: “It’s not a wish-you-what.”
The municipal council did not respond to the very extensive and critical comments of the citizens’ initiative (BI) on the building project, but Andreas Most (Pullach plus), who represented Mayor Susanna Millennium (Greens), gave the administration’s view right at the beginning of the meeting again. All questions were answered correctly by the administration, but he stated that the citizens’ initiative was not interested in facts. She probably did, said BI spokesman Christian Boeck on Wednesday. He speaks of a “complete smokescreen tactic” by the community. Within a week, the initiative collected 700 signatures for a citizens’ initiative, “precisely because they don’t think people are properly informed.”
