They called it “VP01”. That was the code the police gave him. His code name: “Murat Cem”. For almost 20 years, the man hung around among drug dealers, pimps and Islamists on behalf of the state, and also got to know the later Islamist Berlin attacker Anis Amri – and warned against him, without success. In December 2016, Amri carried out an attack on the Berlin Christmas market at Breitscheidplatz, in which twelve people died.
